Powers and END Costs

An E-Mail Dialogue Between Rob Farquhar and R. Talsorian Games

Rob: A few months ago I bought a copy of Champions: New Millennium. Since then I've been trying to figure out how to calculate the ENDurance costs for powers, to no avail. Not only is the single line at the top of the Powers List very unhelpful, but the examples in the sample characters at the back of the book are very confusing (and at times inconsistent). Can you tell me how these powers were calculated?

QUANTUM
Her 11D6 Energy Blast costs 5 END. If the cost for this power is 11 Power Points and an END power costs 1 END per point of power used, why is the cost only 5? The same applies for DEFENDER's 11D6 Energy Blast.
The Flash power: Okay. A six-turn Flash to one Group costs 11 points, and yet END only equals 5. Is there a correlation here?
The Force Field power actually makes some sense; at least, after you see the examples. Both Quantum and SOLITAIRE have it at 25 points of Defence, and it only costs 5 END to use. The power itself costs 2 PP for every 5 Defence bought. Does this mean the power levees 1 END per 5 Defence or per 2 Power Points?
Gravitic Grip: Presumably, this TK power cost 12 points (8 STR and there's no mention of manipulation). How do you get an END of 6? Halving the cost?

R. Talsorian: Quantum: END cost = 1 END/each 2 Power Points. The formula on pg 128 is incorrect. See Alliances (at the printers now) for errata. Flash is in phases, not turns.

BEHEMOTH
Right, I'm lost here. Behemoth had to spend six PP to get his 4D6 in Hand-to-Hand Killing Attack, but yet the power costs him 7 END!
Superleap: This looks like a typo. In the Power description, it states that Superleap costs 1 END per ten yards/metres of leap. Behemoth can leap 20 metres, yet the power costs him 3 END to use. SEEKER has the same problem; he can superleap only 10 metres, yet it costs him 2 END to do so.

Behemoth: This is more complex. Behemoth pays 3 END for H-t-H KA (6pp/2=3END) + 4 pts for his STR (4 STR for +4d6 H-t-H KA) - He probably should only pay +2 END for his STR - I figured the END costs for all HKAs wrong.

SEEKER
In addition to his Superleap, Seeker's Running power also has problems: He can only run ten metres, and the description states it costs 1 END per 10 metres/yards moved, yet he's charged THREE END to do so!

Seeker: This END also includes Leap & Run from the MOVE Stat. Seeker can run a total of 26 m/y this costs him 3 END.

SOLITAIRE
I mentioned Solitaire's energy blast above with Quantum.
Solitaire's flight power allows her to fly 25 metres per phase. Again, this is a 1 END per 10 m/yard power, and it costs her 3 END. This makes sense, as you can probably be charged 1 END for a part of 10 metres, but I just want to clarify it.
The Force Wall is another 11 PP/5 END power, but also there is something else I want to clear up. In the power description it says the power costs 1 PP for every 2 pts defence in an area of two metres, yet in Solitaire's powers, her Force Wall is ELEVEN METRES in area! I can understand it; she paid eleven points for the power. But how do we get eleven metres when the rules say the Force Wall is only TWO metres in area?
Grasping Hands: This STR 6 telekinesis power cost 9 points, and the END cost is 4.

I goofed up on the Force Wall - it should be 22 meters wide. We've changed this in Alliances.

DEFENDER
Phew- Defender's flight END actually works!! He flies thirty metres and it costs him 3 END to do so!
As stated above, Defender's Energy Blast cost 11 points (11D6) and charges only 5 END.
Then there's his 9D6 Ranged Killing Attack and Explosion. Both cost 11 PP to buy, and both charge (you guessed it) 5 END. What is it with this 11 PP/5 END thing? Do you halve END for offensive powers, rounding down?
